About the course
This course covers the Section 106 agreements regime and Community Infrastructure Levy. The training will include a section on ensuring that the requests for financial and other contributions that Parish and Town Councils submit are as persuasive as they can be. This is an interactive online course and offers the opportunity to network with Clerks and Councillors from Councils across Essex to share best practice and ideas.
Key areas covered in this course:
- Inform you what CIL is, what the charging regime is for Essex Councils and how the charge is applied and collected
- Examine exemptions from CIL and what this means for Town and Parish Councils
- Explain how CIL sits alongside site specific Developer Contributions (s106 agreements)
- Describe what CIL can be spent on by the 'collecting authority' (Regulation 123 list) and how Town and Parish Councils can spend their payments and explain the difference in payments if you have a Neighbourhood Plan.
- The principles of Section 106 legal agreements
- The policy basis for Section 106 agreements and the CIL regulations
The Tutor
Lance Wiggins, Lion Planning.
Lance has over 35 years professional planning experience, of which 17 years was spent within local authorities in development control and enforcement. After completing two years with David Wilson Homes as Planning Manager, Lance joined Landmark Planning in 2008 as Associate Director, then Director. He started his own consultancy, Lion Planning, in 2021.
A member of the Royal Town Planning Institute, Lance has been providing training to Town and Parish Councils on various planning matters since 2012.
