Course Content:
Understanding the planning system is a challenge. This training session offers both Officers and Local Councillors a practical and accessible introduction to Permitted Development Rights (PD)—what they are, how they work, and why they matter. Designed for individuals with any level of planning experience, the course explains the broad scope of Permitted Development rights, setting out the key differences between development that can take place without a planning application and development that requires full planning permission. Through real‑world examples, guidance, and reference to legislation, participants will gain a solid understanding of the limits, conditions, and common misconceptions surrounding PDRs, including where prior approval is needed and where rights are restricted or removed. By the end of the session, participants will be better equipped to support residents, engage confidently in planning discussions, and recognise how permitted development fits within the wider planning framework.
Learning Outcome:
By the end of the course, attendees will:
- Understand the purpose and scope of Permitted Development Rights and how they fit within the national planning system.
- Recognise the types of development that can proceed without a planning application, including common residential, commercial, and agricultural examples.
- Identify the limitations, conditions, and restrictions that apply to specific Permitted Development rights, including Article 2(3) land and designated areas.
- Explain when Prior Approval is required, what it covers, and how it differs from a full planning application.
- Understand how PDRs can be removed through Article 4 Directions.
- Apply Permitted Development principles to real‑world scenarios, enabling attendees to better support residents and signpost them effectively.
- Understanding the Parish / Town Councils role in permitted development, as well as that of the Local Planning Authority.

Adriana started work in Local Government in 2007 as a Finance Officer to a Parish Council. Adriana is an experienced Clerk, Responsible Financial Officer (RFO), and principal Finance Officer serving three separate Parish Councils within the Epping Forest District. With over 18 years of hands-on experience in the governance and administration of Parish Councils, Adriana brings a wealth of expertise to her role when it comes to finance & planning and was heavily involved in the Local Plan examination on behalf of one Parish Council.
Her in-depth knowledge of the planning system for Parish and Town Councils is exceptional, making her a trusted resource for navigating the planning processes that Councils must adhere to. Adriana’s professional background ensures she can provide practical insights into the planning law, applications, responses and statutory compliance. Her main interest & passion is to ensure that Clerks & Councillors understand and navigate the planning system, thereby giving them the best chance of being heard.
